Cynthia Rothrock reprises her role as Billie from the original Martial Law. But instead of Chad McQueen, Jeff Wincott co-stars with CR as Detective Shawn Thompson. No explanation is given about the switch, but who cares, apart from the characters names, Martial Law and Martial Law 2 have nothing common. The plot is pretty straight forward. Billie goes undercover to help Shawn investigate the truth behind his friend's 'accidental' death. The bad guy is club owner Spencer Hamilton who is also a mix between a pimp and a drug dealer. Of course, Shawn gets caught in a trap and has to fight for his life.
CR+MASS strikes again.(Cynthia Rothrock + Male Action Star Syndrome). You would think that since Billie is the one who is actually 'undercover' the film would focus more on CR's character but Wincott is the one who's on the screen most of the time. Wincott is a pretty good action star but his character really doesn't have much to do. He gets a couple of good fight scene, but CR's battle in the parking lot with a baseball bat outdoes him.
Martial Law 2 is a good movie but as with most CR+MASS films, it would've been better if it focused more on Cynthia Rothrock's character. It has it's fair share of fight scenes, so CR gets to show off a bit. And what it lacks in believable story, it makes up with action. The bad guy is the standard rich snobby villian, the same type that almost every action film has. He's okay in the fact that he put's the good guys in danger, but other than that, he's not very memorable. Billy Drago is also in the film as the police sergeant.
Best Fight Scene Cynthia Rothrock vs Assorted Bad Guys: CR get's ambushed in a parking lot by a bunch of guys. She then proceeds to beat the crap out of them with a baseball bat.
