Cynthia Rothrock plays the title role in this film. China O'Brien is a cop who also teaches martial arts. After she unknowingly shoots and kills a teenager she quits the force and returns home to Park City. Her father, the sheriff, has his hands full trying to fight the corruption that's raging in the town. He's quickly killed off and China decides to take his place fighting crime. Richard Norton has a supporting role again, as Matt the ex-special forces/gym teacher. Keith Cooke plays Dakota, a motorcyle racer/karate master (Ya gotta love this stuff!) Both Norton and Cooke do a good job although Cooke's character, Dakota is a real mystery. I'm not saying Dakota is a mysterious person, I'm saying it's a mystery why he's in the film. Every time Dakota came on the screen, I wondered...why? Not that he's bad, it's just that Dakota seems like he was only thrown in to balance out the fight scenes. In the end, who cares. He kicked butt all over the screen.
The villain, Barlow, is really creepy. He's the kind of guy the would leave a woman tied to a bed and then mill tree's on another man's property, all while running a huge drug empire. He's short and chubby, but he's still one of the best 'Bad Guys'(tm) in a Rothrock movie.
The fight scenes are very well done. Cynthia Rothrock is very acrobatic in this one. She cartwheels and flips all through the movie. She mostly fights big dumb thugs, which means all the fights are pretty one sided, just CR beating up one on thug after the next. But there's enough of it so that quantity makes up for quality.
Best Fight Scene: Cynthia Rothrock vs Various Street Youths. Near the beginning China O'Brien accepts a challenge to prove her skills by fighting a gang(kinda strange someone who doesn't believe in violence). Cynthia beats each bad guy while telling him the name and style of each move she's using on him. Cool.
