Sometimes I'm surprised to find just how huge a star Cynthia Rothrock is in Asia. There are movies that were successful simply because of a short cameo appearance by CR. Inspectors Wear Skirts is one such movie. Cynthia shows only shows up sporadically during the film.
The plot is almost pure formula. The Hong Kong police force needs to put more women in uniform. So they quickly recruit a group of misfits who must learn to work together. Through a twist of fate the recruits find themselves in the middle of a real crime and work together to overcome all odds. it's pretty much the same plot as Police Academy, Heartbreak Ridge, and even Stripes.
The characters are all standard, you have the stuck up girl, the fat girl, the goody two shoes, etc etc. Believe it or not, the formula works. IWS is a funny movie and the action holds well compared to other Hong Kong films. Cynthia Rothrock plays the tough as nails instructor who has to whip the recruits into shape. She forces them to run up a hill with rocks, run down a path engulfed in flames, and beats them all up on a boat. When CR is on screen, she's great, but she's not on screen that often. But the rest of the cast does a good job in Cynthia's absence.
Best Fight Scene: CR vs. Bad Guy. At the end of the film, CR and another instructor face off against the one of the terrorists. Don't underestimate the badguy because of his small size. He holds his own using an incredible variety of animal styles.
